site:: terrain vague (former 19th century military barracks) in the wider city center

program :: 4 different law-courts, 2 state attornies, judicial academy, conference center, hotel and many different commercial and public facilities on one place (one square)

concept :: urban typology of the downtown city block (which consists of a private green island closed off by the firm perimeter) is transformed into a new urban form with a new city square inside the block and 4 public  parks on the perimeter
